Please ensure
1. You have admin access to the page, ad account, and business manager;

3. There are enough people in the audience: Facebook recommends sending paid messages to at least 200 people to avoid any deliverability issues; it’s best to have over 1000 users in the audience;

5. A valid payment method is linked to your ad account.

What is the budget and bid control suitable for my messages? Why might it be too low? #
Paid messages are in auction: the page that wins the auction will receive the ad placement. Prices vary depending on the country/region where you are advertising. For example, in the United States, the cost per thousand impressions is about $30.
Bid control is the maximum bid you can set when bidding for “Paid Message” placements. The auction itself is conducted automatically.
If these settings are too low to win, Facebook will not allow the ad to be published.
The higher the budget and bid, the more likely you are to win the placement auction, and the greater the chance that subscribers will receive your message.
Of course, only you can decide what budget and bid control are suitable for you and sufficient to meet your marketing goals.
